Bruce L. Harrison, Esq. rejoined the firm in 2009 as a shareholder of the Labor & Employment and Environmental/OSHA Groups and Chair of the Mediation and Dispute Resolution Group. Starting in 1975, Mr. Harrison has focused his practice in the representation of clients in claims relating to labor and employment, civil rights [counseling], business and litigation matters. He also has an active ADR practice and has extensive regulatory law experience handling environmental and OSHA matters. From May 1, 2006 until July 2, 2008, Mr. Harrison served as the Vice President and General Counsel for Metrologic Instruments, Inc., a world leader in designing and manufacturing bar code reading technology. After Metrologic was acquired by Honeywell International, Mr. Harrison returned to the firm. Mr. Harrison has frequently spoken to trade and business associations on topics including sexual and other harassment, OSHA, FMLA and similar issues. A qualified mediator and experienced arbitrator, Mr. Harrison is admitted to practice law in New Jersey.

Carmen Saginario Jr., Esq. is Co-Chair of Capehart Scatchard’s Labor & Employment Group. Mr. Saginario focuses his practice on employment litigation and counseling. He regularly counsels clients on litigation avoidance, personnel policies and procedures including those associated with the Americans with Disabilities Act, Family and Medical Leave Act and Fair Labor Standards Act, employment discipline, layoffs and other terminations. Mr. Saginario directs and participates in internal investigations involving claims of harassment, policy violations, ethics and other employment issues. He also appears on behalf of private and public sector clients before the judiciary as well as State and Federal administrative agencies (EEOC, N.J. Division on Civil Rights, etc.). Mr. Saginario is also experienced in representing clients before arbitrators and mediators. He has negotiated numerous public collective negotiations agreements (e.g., law enforcement, public works, etc.). Mr. Saginario has been certified by the National Football League Players Association (NFLPA) as a Contract Advisor (player agent).

Mr. Saginario also regularly represents clients in administrative and complex civil litigation matters and also supervises Capehart Scatchard’s Corporate Compliance Group which counsels and assists public and private sector entities on establishing and implementing legal and ethics compliance programs.

Mr. Saginario serves as counsel for governmental and other entities (including counties, municipalities, school boards, and fire districts) and individuals with respect to laws governing public entities, as well as educational, procurement, environmental, transportation, and public safety issues.

Mr. Saginario served as a Deputy Attorney General for the State of New Jersey and Assistant Counsel to Governor Thomas H. Kean, and currently serves as Vice Chair and Director of Administration for the Cinnaminson Sewerage Authority.

Mr. Cruz advises clients on employment, administrative/regulatory, and complex litigation matters. He focuses his practice on employment-related matters, including counseling and litigation of issues involving harassment, discrimination, retaliation, wage and hour disputes, contractual breaches, and claims involving restrictive covenants and employee recruitment practices.

Mr. Smith is Co-Chair of Capehart Scatchard's Labor & Employment Group. He practices in employment litigation and preventative employment practices, including counseling employers on the creation of employment policies, non-compete and trade secret agreements, and training employers to avoid employment-related litigation. He represents both companies and individuals in related complex commercial litigation before federal states courts and administrative agencies in labor and employment cases including race, gender, age, national origin, disability and workplace harassment and discrimination matters, wage-and-hour disputes, restrictive covenants, grievances, arbitrations, drug testing, and employment related contract issues.

William R. Burns, Esq.

William R. Burns, Esq.

Mr. Burns concentrates his practice on all aspects of litigation and the representation of public entities and private businesses. He has zealously represented his clients before federal and state trial and appellate courts, federal and state administrative agencies and commissions, and state, county and local boards. Mr. Burns also represents his clients in the preparation and negotiation of contracts, including employment, sales, consulting, non-competition and independent contractor agreements for both public and private entities. He has successfully negotiated numerous public sector collective bargaining agreements, private employment agreements, and project labor agreements. Mr. Burns provides general and labor and employment counsel services to municipalities, schools, private businesses, a municipal utilities authority, and a bridge commission.
